Individual users can be added to the portal. It is not necessary to add users unless they need to be assigned a special role.
You can add one user or multiple users.
Add one user
Write the name and email of the user and click Create.
Add multiple users
All users in your Microsoft Entra ID (Azure AD) are shown here and you can select multiple users.
If you want to add all users, click on the left side of Name.
You can also use filters. Write part of users name.
After adding users, select roles for them.
